Veterinary Health Product Licensing

Veterinary Health Products (VHPs) promote or maintain the health and welfare of companion and food-producing animals. They are not used to treat, prevent, or cure diseases. VHPs may contain vitamins, minerals, and/or traditional medicines.
To sell VHP products in Canada, the product must have a VHP notification number, which is a 4-digit number. Companies must notify Health Canada about their VHPS at least 30 days before selling a VHP in Canada, at least 30 days before making a change to a VHP we have already been notified about in Canada, and before importing a VHP into Canada. Companies must follow good manufacturing practices, ensure that all active, homeopathic, and traditional medicine substances used to make a VHP are on Health Canada’s Veterinary Health Products list and that the labels include all required information. If an ingredient is not found on the list, the ingredient must be added or modified on the Permitted Substances Database before proceeding with the notification.

Health Canada requires a fee associated with product notifications or major changes and has a review period of approximately 30 days from the filing date to receive a notification number.
